<p>o “ . . . air noise impacts have been considered in terms of the &#8216;perceptibility&#8217; and significance of changes in air noise exposure around the Airport. PPG 24 states that a change of 1 to 3 dB(A) is considered the minimum perceptible noise level under normal conditions.” (Revised ES Non-technical summary Dec 2008, page 8 )</p>
<p><strong>But more people will be disturbed in their home!</strong></p>
<p>When a person sits at his home and an airplane is taking off and generates 88.8db, it doesn&#8217;t really mater what is the average.</p>

<p>Here are some very interesting points that Roger Wood from LADACAN has made:</p>
<p><font face="Arial" size="2">1. The increase in numbers of flights (50%) and    the average noisiness (using their Noise Factored Movement scheme, 85%) will    produce a massive increase in noise.</font></p>
<p><font face="Arial" size="2">2. The claim, on the basis of Leq (average noise    over 92 days), that the increase will be imperceptible (1.8 decibels (dBA))    calls into question the LCA&#8217;s consultants&#8217; understanding of average noise -    people who are subject to aircraft noise in and around their homes cannot fail    to notice a 50 per cent increase in flights.</font></p>
<p><font face="Arial" size="2">3. Even if Leq was an adequate indicator, the    evidence shows a massive increase in the number of people blighted    by high levels of noise.</font></p>
<p><font face="Arial" size="2">4. The Air Transport White Paper (ATWP, &#8220;The    Future of Air Transport&#8221;, December 2003) says (para 3.6) controls should    operate so that &#8220;noise impacts are limited, and where possible reduced over    time&#8221;, not increased as proposed by LCA. </font></p>
<p><font face="Arial" size="2">5. The LB of Newham, as planning authority,    cannot be allowed to duck its responsibility to control noise within its own    and neighboring boroughs. There is no other body which is able to impose    noise controls. Paragraph 3.6 of the ATWP states &#8220;local controls&#8221; (Roger&#8217;s    highlight).</font></p>
<p><font face="Arial" size="2">6. The ATWP does <u>not</u> urge airports to make    maximum use of their existing runways as asserted by LCA in various documents.    The Government policy for &#8220;best use&#8221; is a long-standing one which pre-dates    the ATWP and which the Heathrow T5 Inquiry Inspector observed is not the    same as maximum use.</font></p>

<p>Dear Neighbours,</p>
<p>City airport has submitted plans to handle a 50 !! per cent increase in the number of flight movements, as it expects to handle 3.9 million passengers by 2010.<br />
The planning application is for an increase in flight movements to 120,000 from the current level of 80,000 by 2010.<br />
We have contacted the Planning Department and they advised us that they are in the process of validating the application.</p>
<p><strong>THIS IS OUR TIME TO OBJECT TO THIS PLAN AND STOP IT WHILE WE STILL CAN !!</strong></p>
<p>The impact on our quality of life with constant movements of planes above our heads will be significant.</p>
<p>Pollution and noise levels will be difficult to live with. We will not be able to sit outside or open a window.</p>
<p>The value of our properties may go down as the airport will be a complete deterrent to potential buyers /tenants.</p>
<p>More flights will cause even more environmental disasters.</p>
<p>We can object by :<br />
